[Feat] Optimize bot interaction

Proposal

I hope to receive a prompt message when using the/start or/help command to confirm the working status. And it would be even better if it supports direct file forwarding (What I mean is to forward files from other chats instead of copying links) for downloading.

I see that there is a known issue where multiple files cannot be downloaded simultaneously, and TDL itself supports adding links with multiple additional parameters. Is it because TDL only supports a single task?

The current configuration file seems to mandate proxy and tag, and I hope to change it to non mandatory.
