How does one pull down this site and run it?

I cloned down the repo and there are a few issues right away:

I assume that I should run serve.sh but it doesn't come down with a+x permissions. I flipped that bit and then I get a Jekyll error (I think because there is no Gemfile and therefore rbenv doesn't know how to resolve the dependencies.

In addition, all the links on the repo home page point to the 18f.github.io but it looks like the branch is 18f-pages. Does that mean the page is hosted somewhere else and therefore has a different domain?
