Create a "transaction entry API"

The PricesPaidAPI today is very good (IMHO) at taking CSV files and importing them into the index (and giving them a tiny amount of processing, such as a unique id.)

It also is, by definition, a query API.

However, it would be nice to have "write API" that lets you enter individual transactions. This will be a pretty straigtfoward refactor job of what we have already in SolrLodr.

Figure out a good way to build a version that requires no authentication for public use.

At present, the PricesPaid project is aimed squarely at Federal data that is considered sensitive. However, for the Federal government to get maximum benefit from this project, it needs contributors, many of whom (such as cities) do not have the security concerns that the Federal government has.

We therefore need a way to make a version that does not require an authentication which cannot accidentally be committed or configured in such a way that it poses a risk to the secure usage. I don't think this will be hard---it is more a question of how to do it elegantly.
