***FATAL***String manager failed to initilaized properly

Hello, I downloaded several versions of ra2, but the patch did not work properly. Running ra2 showed: "*** FATAL *** String manager failed to initilaized properly", and set the compatibility to "Windows XP". Can run the game.
I remember that your patch can be set without compatibility. So is the update of win10 causing partial patch failure? I used to use it on a very early win10, and it was completely effective and normal. But now it doesn't work. Is it a problem with my ra2 version or a problem with win10?
