in message_apns.rb line 66, when 'content-available' is set, it should also make sure (somewhere) that the priority of this message is dialed-down to less than 10, e.g. to 9.

if the user fails to provide the :priority parameter in the notification hash,
the message is not saved, and the result of msg.save is false
the default behavior should be to set the priority to 10
