Collaborative translations of some of my apps

• support one folder per app / library
• one info file per app that explains which libraries are used in it
• one info file to explain how to use github

• CREATE_NEW_LANGUAGE (params: app, language)
  • create new empty language file for an app with english strings as comments
• CLEAN_LANGUAGES
  • remove deprecated translated strings from translated languages
  • add missing strings
  • reorder translations in the same way as original language
• IMPORT (params: app)
  • import original language files from an app (english)
• EXPORT (params: app)
  • export translated languages to an app (!english)
