Minimal foundation for a local Soar Atlas imagery and metadata harvester.

1. Create and activate a Python 3.12+ virtual environment.
2. Install dependencies:

pip install -e .[dev]

3. Copy .env.example to .env and adjust values if needed.
4. Start the database:

docker compose up -d

5. Run the CLI:

soar --help
soar db-check

Run tests and checks:

pytest
ruff check .
mypy src tests
