Synthesis patcher

Changes npc max level to unlimited and level multiplier depending on npc stats and patcher settings

Example 1: Bandit boss have initial level 46 and max 70, after patch his max level will be unlimited and his level always will be 20% higher than player's.

Example 2: Some weak rabbit also will have unlimited max level but his level always will be 10% of player's. It also need to be possible to fill smal soul gems on high levels.
