Right now, digiarch does not have any responsibility in relation to how we handle the manual conversion of files. In the future, digiarch might get responsibility for marking them for manual conversion and removing this mark when the conversion is done.
Since convert-unmanaged just collects its info from the reference-files repo, it might get out of sync with digiarch and potentially mark already converted files for manual conversion.
