Add CODE_OF_CONDUCT

Your task is to add the CODE_OF_CONDUCT.md that will be placed in the root directory of WebDesk.
Go to the Insights tab on the WebDesk GitHub page, and click on the community panel to the left. In the checklist section, Propose a code of conduct. Select the tab labeled:

Contributor Covenant
Recommended for projects of all sizes

and set the contact email address to [email protected].
Select the Review and Submit button.

If applicable select Propose the new file.

In the Comparing changes page, submit your change to:
base fork: aaronmaynard/WebDesk base: Create-MD-Files
from your fork
head fork: [YOUR-USERNAME]/WebDesk compare: [YOUR-PATCH]

Review your changes and create a new pull request
