cygterm.c shouldn't add things to PATH about puttycyg

The issue is that cygwin1.dll must be in the PATH in order for putty.exe (a 
Windows
program) to launch cthelper.exe (a Cygwin program).  I can see how cygwin1.dll 
finds
its root (http://cygwin.com/1.7/cygwin-ug-net.html#ov-hi-files), but I can't 
see how
a Windows program like putty.exe (or Cygwin's setup.exe) can be expected to 
find the
root.

I'm open to suggestions, but I imagine that Cygwin's setup.exe has solved this
problem and its source should be consulted for the answer.

In the meantime, if you are beta-testing Cygwin 1.7, an undocumented feature of
PuTTYcyg is that if the NOCYGWIN environment variable is set, putty.exe will not
bother to find cygwin1.dll, and will assume it is in the PATH.  At least, 
that's how
