Autoload a local.bash for machine configuration options.

Put either in the the root of the repo or the user home directory, this file will contain flags for the configuration and for machine-specific settings or private information that needs to be set in the environment.

This file will be loaded by the bash startup scripts. There may be a similar local.zsh and local.fish for a similar purpose.

Detect presence of external dependencies.

Error if missing prerequisites (like git), warn if missing non-critical components (like git-prompt).

Errors should be ignorable (since nothing is truly required except Bash), warnings should be silence-able.

Clean up bash startup files.

There is no .bashrc in this configuration, since many systems dump a bunch of dumb stuff into it. I expected that the user cite the .bash_profile at the bottom of the .bashrc.

This is doable but generally a bad way to go about things. I was aware of this when I did it, but I did it because many Linux distros don't seem to care that its bad and also dump a bunch of stuff into the .bashrc that I didn't want to mess with at the time.

Now I believe this should be cleaned up since very few of the defaults these distros set are actually useful. The user can put anything important from the backed-up version of the .bashrc into the local.bash file - which will be loaded at the end of the new-and-shiny .bashrc that will be provided by this repo.
