As more applications use the appconf method of managing environment variables, appconf should allow for dynamically building the list of applications and environments, instead of hard-coding it into the binary.

I think it's time to rewrite appconf from scratch.

It doesn't do too much, so I don't think we'll risk introducing very serious bugs or losing key institutional knowledge.

I think we should approach a rewrite from two angles, one, revisiting the architecture and theory of operation (does S3 continue to make sense? How should running apps reload, if at all, when the values change in appconf? etc.), and two, the implementation technology (we're moving away from Angular in general, maybe React or Vue or another simpler UI library makes more sense. I would like to keep TypeScript, for the static typing).

Given I have two environments for an application: test and test-v3
When I access the test environment via appconf
Then I see environment variables from test and test-v3

Expected: only see test variables
