namely we would use jquery, on resizing too small we'd hide the sidebar and pop open a small top nav-bar

Nononono. For responsive design, all changes should be done with CSS with the @media tags. I'd be happy to do it once I don't have as much other shit on my plate.

Set pixels should still be used for font-sizes and the minimal padding/margins (that originally were no more than 10px).
