Use localed to get default XKB settings about kmscon

Could you try and test the feature/locale branch? I don't have localed setup on my system to test this.

I tried it:

• The awk command is wrong: awk '{print $1}' while it has to be `awk '{print $2}'
• Now there's both kmscon.sh and kmscon in PATH - maybe move kmscon to /usr/lib and install kmscon.sh as kmscon? The difference isn't obvious to users.
• Please mention me in the header as I wrote the majority of the code
