Review and add GIDES error checks about goa-ai-survey-planning

To edit who can do data editing during the season, you currently need Survey Manager status. Heather has made a note for Mahesh (or whoever edits GIDES next) that there should be an intermediate role where someone can assign data editing privileges without also being able to, say, delete a whole cruise by accident.

@Ned-Laman-NOAA @SarahFriedman-NOAA -- I have added privileges for Ned to do all the things in GIDES with the data from both boats (apparently you have to assign yourself, even if you're the boss! So I did it for you). In addition, Deck Leads and FPCs from each leg of the survey, for their respective boat, can EDIT DATA and RUN DATA CHECKS for both biological and effort data for all legs.

I haven't done the GIDES checks yet but that's next on my list.
