Add inline mode

Implement

Podskazka bot is similar to Quote bot - it's Telegram bot that simply replies to the user with a sentence from the list.

1. On init - load package.json.proverb, split proverbs in 2 groups, one with ' - ' in the middle, another one with ', '. Then separate both groups in 2 groups (4 total) - left part, before ' - ' or ', ', and right part.
2. On message - reply with random proverb constructed by randomly choosing left part and concatenating it with right part. ' - ' left parts can only be concatenated with ' - ' right sides, and the same for ', '
