Add OFL.txt

Please add an OFL.txt as per https://github.com/googlefonts/gf-docs/blob/master/ProjectChecklist.md

Additions and problems

– Maybe we should add +-=≥ etc. ?
– Pi has a problem with its tangent on the right leg when slanting.
– Horizontal legs on Ohm don’t slant when slanting.
– Bottom part Delta don’t slant when slanting.
– Summation smart component doesn’t work.
– Delta.tf axis are wrong in smart component.
– Ohm.tf axis are wrong in smart component.
