xgov's Introduction

xGov Proposals Repository

This repository contains proposals for the xGov program.

Proposals must be posted on the Algorand Forum (using tags: Governance and xGov Proposals) and discussed with the community during the review phased. Proposals without a discussion thread WILL NOT be included in the voting session.

Submitting a Proposal

To submit a proposal, a proposer must create a pull request on the repository. Proposals must follow the provided template form and be submitted to the folder Proposals /Proposals/xgov-X.md, where X is the pull request number (e.g., xgov-1.md). Proposals must have the status Final before the end of the temperature check.

Pull requests in this repository must pass automated validation checks:

Changing your Proposal Status Ahead of a Voting Session

At the start of each governance period, the governance team will start the procedures to create a new xGov Voting Session.

To ensure your proposal is included in the quarter’s voting round, make sure it is submitted before the start of the Review Phase and that the status is set to “Final” before the snapshot date for the xGov voting session, if your proposal is ready after the review phase.

If you proposal is still in "Draft" after the review phase, that means it needs more feedback and it can be included in the following session, once status is “Final”.

Final call for xGov Voting Session #1 - Proposal Status

Hello to all proposers, we are preparing to create our first xGov voting session.

Proposals with Status: Final at midnight Singapore Time on Sunday, 16 July 2023, will be included in xGov Voting Session #1.
Proposals with Status: Draft will be carried over and remain open for discussion.

Voting Session 3 Update

Projects that did not make an effort to discuss their proposals with the community and receive feedback during the review phase (23 Jan to 5 Feb) may not be added to Voting Session 3.

Can I resubmit my previous proposal?

I am working on a longer spanning project. Can I resubmit the same project, more specifically the same proposal? Is it okay if I just reopen the PR in this case?

Proposals with Status: Final and no validation errors at the time of the snapshot - on 31 October 2023 midnight Singapore Time - will be included in xGov Voting Session #2.

Proposals with Status: Draft will be carried over and remain open for discussion.

To increase your chances of success, please ensure you have created opportunities to discuss your proposal with the community, answer questions and make any necessary adjustments.

We encourage you to add your proposal to the Algorand Forum to reach a larger audience for discussion and feedback. Use the tags Governance and xGov Proposals

You can also share your proposal on the Discord xGov channel and on Twitter to help amplify it.

Why can't I add external links to the proposal?

I want to add a few external links to the proposal but the validator complains with error[markdown-rel-links]: non-relative link or image.

I understand that the main body of the proposal should be internal and not externalized via links but occasionally this is annoying. I want to request a grant to expand an existing project and not adding a link to the project itself is really awkward and probably hinders my chances of getting approved.

Any chance you can lift this validator limitation? Thanks!

Edit: I saw people are just using raw <a> tags. I can do the same if the rule stays but it feels like a hack in case the rule is really intended.

xGov Voting Session 3: Proposer Reddit AMA

Hi xGov Proposers,

This is an open invitation for the “xGov Proposer Reddit MEGA AMA” to be held on Thursday, February 8th 2024 at https://www.reddit.com/r/AlgorandOfficial

This event will be an opportunity for the community to ask questions to any proposals currently being reviewed ahead of voting session 3.

Structure of the AMA

AMA to start on February 8th at 4pm UTC - this is when projects start responding to community questions
Projects can continue to answer and engage with the community once the 2h period is over, but all participants are encouraged to be active during this time slot.

How to sign up for the AMA as a xGov grant proposer

You must respond to this github issue from the same account as you sent your xGov proposal with the following information:

Name: Name of your project
Description: Short description of your project (500 characters max - it will be capped at that limit)
Link: One link to your project (website, social media, etc)
Submission Link: The link to your xGov Proposal
Amount Requested: The amount requested in your xGov Proposal
Reddit username: Reddit usernames of everyone from your team that will answer questions from the community. These accounts will receive a special flair to indicate which project they are affiliated with

Deadline

The deadline to sign up for the Reddit AMA is February 7th at 8pm UTC.

26 April 00:00 GMT - Review phase kicks off (proposals to be posted on the Algorand Forum to receive feedback and iterate as needed. Proposals that are not published on the Forum at the start of the review phase will not be included in the voting session)
5 May 23:59 GMT - Review phase ends

Creation phase
6 May - Snapshot date (including proposals with status:final that have been through the review phase.
10 May - Voting Session # 4 uploaded

13 May - Voting Session # 4 opens

Add as much detail as possible, so the community can seriously consider your feedback when discussing what to include in the next voting tool iteration.

I have no idea what I am doing.

As a person who does not use github, I have tried following directions and have no clue what I am doing.

Why github? Why make this confusing for people that aren't devs? Why not put this on the xgov page and have a simple web format with wallet connect?

Come on all, we need to make this chain accessible to normal people who don't use code repositories.

xGov Proposals - Submit at any time

During the pilot, you can submit a proposal at any time. Proposals with status final will be included in the next voting session.
If you submit a proposal and the submission requirements change, you'll receive a message asking you to update your proposal accordingly.

xGov Grant Payment Discussion

As your proposal went through the first step, we would like your opinion on how payment will be handled for the xGov Process.

For the current session, when a proposal is approved in the xGov portal:
1 - No Algo upfront and another vote before releasing the Payment if the project is delivered
2 - Threshold of Algos given up front and a vote to give the remainder

If option 2, what, in your opinion is an appropriate threshold (Give an estimate in USD/Euro)


Should those 2 options be available for future sessions when creating a proposal?

xGov Voting Session 2: Reddit AMA

Hi xGov Proposers,

This is an open invitation for the “xGov Proposer Reddit MEGA AMA” to be held on Thursday, November 9th at https://www.reddit.com/r/AlgorandOfficial

This event will be an opportunity for the community to ask questions to any and all xGov proposers to help them decide how to fulfill their xGov voting duties.

The structure of the AMA:

  • AMA to be posted on November 9th at 1pm UTC to start collecting questions form the community
  • AMA to start on November 9th at 4pm UTC - this is when projects start responding to community questions (please don't answer before the live time!)
  • Duration: 2 hours (4pm to 6pm UTC)
  • Projects can continue to answer and engage with the community once the 2h period is over, but all participants are encouraged to be active during this time slot.

How to sign up as a proposer:

Voting Session 4 Rules - ARC-34 has changed since Voting Session 3

If you are submitting a proposal for Voting Session 4, please ensure you review ARC-34 as it has been modified since the VS3 retro. In particular:

Proposals MUST:

  • Be posted on the Algorand Forum (using tags: Governance and xGov Proposals) and discussed with the community during the review phased. Proposals without a discussion thread WILL NOT be included in the voting session.
  • Follow the template form provided, filling all the template sections.
  • Follow the rules of the xGov Proposals Repository.
  • The minimum requested Amount is 10000 Algo.
  • Have the status Final before the end of the temperature check.
  • Be either Proactive (the content of the proposal is yet to be created) or Retroactive (the content of the proposal is already created).
  • Milestone-based grants must submit a proposal for one milestone at a time.
  • Milestones need to follow the governance periods cycle. With the current 3-months cycle, a milestone could be 3-months, 6 months, 9 months etc.
  • The proposal must display all milestones with clear deliverables and the amount requested must match the 1st milestone. If a second milestone proposal is submitted, it must display the first completed milestone, linking all deliverables. If a third milestone proposal is submitted, it must display the first and second completed milestone, linking all deliverables. This repeats until all milestones are completed.
  • Funding will only be disbursed upon the completion of deliverables.
  • A proposal must specify how its delivery can be verified, so that it can be checked prior to payment.
  • Proposals must include clear, non-technical descriptions of deliverables. We encourage the use of multimedia (blog/video) to help explain your proposal’s benefits to the community.
  • Contain the maintenance period, availability, and sustainability plans. This includes information on potential costs and the duration for which services will be offered at no or reduced cost.

Proposals MUST NOT:

  • Request funds for marketing campaigns or organizing future meetups.
