datahub-connect

如果shard分裂后对应的代码中没有去区分shard的状态，导致flink消费报错。还有就是没有使用协同消费的sdk(致使如果重新消费得自己保存以及初始化时赋值startInMs参数)。不知道啥时候会在出新版本呀。

Upgrade the dependencies of all the modules

We would like to use this project but the dependencies have not been updated. I noticed that there are Flink 1.13.6 dependencies available with Scala 2.12 support. I would like to ask the dependencies to be upgraded.
