When you pass a filename to Pint, it will format the file regardless of it being excluded or not. (See laravel/pint#105)
Maybe this pre-commit script could use the exclude list from the config file to filter out files ?

Apologies for my ignorance, but after doing the composer install, what else needs to be done for this to work? Its not running when i run git commit, so I am assuming I am missing a simple step.
