(Excuse me, if this info is already known to You)

In a message You mentioned that You're interesting in construction of a new tokenizer.

In Russia we have two libraries for fast morphology recognition:

  1. Commercial mystem https://tech.yandex.ru/mystem/ one from Yandex (paper in English: http://cache-novosibrt02.cdn.yandex.net/download.yandex.ru/company/iseg-las-vegas.pdf, I did not read it yet.)
    and
  2. [in Python world] http://pymorphy2.readthedocs.io/en/latest/ (in Russian) paper in English: http://arxiv.org/pdf/1503.07283v1.pdf (Description of various technique applied in Russian is here:https://habrahabr.ru/post/176575/)
    It uses https://code.google.com/archive/p/dawgdic/ to store Russian dictionaries.
    Here the dictionary is stored in a binary form and loads very fast and it is very compact.

May be it will be useful in the project.
