The program should be set up to be configurable through XML.
configs should include:

• Database connection info
• Encrypted database password
• Others to be added

XML should be read into appropriate places in settings.py
XML file name should be django-config.xml, and be in the root directory of the project, with manage.py (path configurable within settings.py)

Ensure any dependencies are recorded within requirements.txt
