I should be able to add an eligible person

I should be able to add a person to the database, specifying which awards they are eligible for.

For example, I should be able to add an author who is eligible for the Campbell Award for Best New Writer.

I should be able to add an eligible work

I should be able to add a work to the database, specifying:

• which awards it's eligible for
• what category/ies it is eligible in
• how nominators can obtain a copy

I should be able to search works by award and category

I should be able to get a list of all works in the database that are eligible for a given award and category.

For example, I should be able to get a list of all Novellas eligible for the Hugo award.

I should be able to search by author

I should be able to search for eligible works by a particular author.
