The terms are SHOULD/MUST/SHALL and they specify various levels of how much mandatory something is. In Gherkins, we need binary view - either something happens or doesn't happen. While network specs intentionally add room for different implementations and use cases, Gherkin assertions should be, in my opinion, very specific in describing the desired outcome.
Therefore I vote for not using the RFC2119 in our Gherkins and stay with "happens" or "doesn't happen". But yes, we could lower case the NOT word so it cannot be confused with the RFC.
