SOCKS proxy support for requests wrapper

Per-command/per-channel ratelimiting of commands.

Built in requests wrapper

Will support all the standard functions of the requests module, but will also automatically use some global settings such as user agent and proxy settings.

Maybe make permissions check NickServ logins.

Per-command user blacklist/whitelist

Every command has the possibility to be blacklisted or whitelisted with only certain users allowed/denied

Document module API

The module API is currently completely undocumented. This needs to be fixed.

Add more helper functions for less repeated code in modules.

Add nick rotation

Actually add a system to detect in-use nicks and fall back to a different nick.

Proxied SSL doesn't work on some platforms.

Right now, connection uses a dirty hack to make SSL work over a proxy. This doesn't seem to work on some platforms because we're accessing protected attributes of the SSLSocket class that don't exist on those platforms. We should clean this up and do it right.

Add timer support

Timers will be ran by the main event loop with a realistic resolution of half a second. A timer_* event will be fired when the timer goes off.

There will also be an option to add async timers that run on new threads and call a callback function instead.

Make nick tracking a module

Right now it's in core, which is kind of hacky and ugly.

Make message hooks not use raw events
