kubefed coredns can not resolved nginx.default.federation.svc.zone.region.example.com but can resolved nginx.default.federation

Hi:
I use kubefed init a federation cluster and deploy a nginx service with nginx backend.
when i check dns , i found nslookup nginx.default.federation return ok, but nslookup nginx.default.federation.svc.baremetal-1.baremetal.example.com can't resolved. can someone help me?
details below:

federation in none-cloud env
two region: openstack, baremetal
two zone: openstack-1, baremetal-1
coredns address: 192.168.250.33:30242 
nslookup nginx.default.federaion
