There are two issues:

1. Content script are not executing if the tab was already loaded when the extension is loaded so all of these tabs are ignored.
2. If the target tab crashes will keep sending it the commands even though it won't respond

Solution

1. Add an ack for commands so that if the tab fails to response we will consider it dead.
2. Possibly query tabs instead of just relaying on them publishing themselves.
