Add a validation rule

Add a validation rule that we can use when validating requests.

Laravel 9.0 Support

Add documentation

A README.md file will need to be added to provide documentation on how to use the package properly.

Add a validated_at date to the ValidationResult class.

It would be useful to add a validated_at field to the ValidationResult class so that we can see when the result was last updated.

Add tests

Tests will need to be added to ensure that the package works as expected.

I've previously had problems with this site using content without consent and had to reach out to Namecheap who host the website as there is no way to contact the site owner. It looks like all the content is straight copies of other people's content. For some reason Namecheap won't take the site down, but it appears that they will get content blocked at an individual level.

Travis CI

The tests will need to be run using Travis CI whenever a pull request is made. It would also be nice to have PHP Stan running when the tests are run on Travis CI.
