Better defaulting/aliasing

Right now a bunch of stuff is hardcoded, like github.owner defaulting to {{ github.username }}, and some even nastier stuff around "spelling normalization" for "license" and "licence". This should be more configurable and declarative.

Alternative sources

Allow specifying sources outside of this repo

Should probably take the form of

• default: any unversioned file, or versioned file without a more specific source gets pulled from here

bai -define-source default=github.com/joe # expands to joe/.bai maybe?
bai LICENSE # Joe likes AGPL

• versioned: any versioned file matching the "version" of this source would pull from here. might look something like...

bai -define-source gleam-community=github.com/gleam-community/gleam-community-bai # can also specify repo
bai LICENCE@gleam-community
