I think the worst-case response time will be the case where the quantum length >= the maximum length of N jobs, and the jobs are done in non increasing order of length.
for example:
➜ HW-Scheduler python scheduler.py -p RR -l 300,200,100 -c -q 305
gives an average response of 266.67
it's even worse than the case
➜ HW-Scheduler python scheduler.py -p RR -l 300,200,100 -c -q 100
which gives an average response of 100.00
Your answer is correct under the assumption that all the jobs are of equal length.
