Many .less files in atom-ui try to @import "ui-variables"; or @import "octicon-mixins"; when it doesn't exist.

Reproduction Steps:

1. git clone https://github.com/atom/atom-ui
2. cd atom-ui
3. npm install less
4. lessc atom-ui.less

Expected behavior:

atom-ui.less compiles into atom-ui.css without any error.

Observed behavior:

FileError: 'ui-variables.less' wasn't found. Tried - /home/user/atom-ui/styles/ui-variables.less,/home/user/atom-ui/ui-variables.less,ui-variables.less in /home/user/atom-ui/styles/tooltip.less on line 1, column 1:

A search for ui-variables.less returns nothing yet so far, is this intentional?

Currently Atom provides Panels. But they are only "containers". Would be nice if they would provide more functionality, like:

• resizable
• dockable (pinned)
• dismissible (esc)
• have tabs
• maybe a header

Ok, there is already a problem with #8

Using the menulist-button for `input-number' only works on macOS. Win + Linux just shows a down arrow.

An alternative might be to use SVG, but then you can't change the color during runtime.

Some themes like to use the native controls. Like https://atom.io/packages/unity-ui, https://atom.io/themes/native-ui. So for the new inputs added with #8, it won't right for them.

There is all: unset, but that also removes UA styles and these would need to be added back. Maybe we can add this custom styling behind an & when (@native-controls = false) {} guard.
