botocore.exceptions.NoCredentialsError: Unable to locate credentials about taskcat

There seems to be something broken with new code.
My docker image from following digest works fine:

sha256:3a3be913b97734e3f1c4721ee2edd56cf30799dcaec6574966f17b10c968c00c

However, latest docker images fail with the same error when invoked with -A and -S parameters.
There seems to be some issue where the boto3 client was moved into ClientFactory class
