@sampritavh here is an example of how we handle dependancies via CFN. Let me know if that solves what you are trying to accomplish

CFN has the ability to enforce resource dependancies.
The example makes sure that the VPCStack completes before the App Stack launches. The main reason we suggest leveraging CFN vs. building in taskcat test dependancies is because users that execute the CFN will need to make sure that they deploy the stacks in order. If you wrap the template in a master using CFN nesting its programmatically handled.

If the user is deploying into an existing VPC they can simply deploy the app template and pass in the subnets that already exists.

Setting the resource order using DependsOn will also effect the order that CFN (inherently taskcat )deletes resources.
