Map symbols not rotating

It was discovered recently at the AZ Geological Survey that some symbols were not rotated even though the symbol rotation field had rotation values entered. The Layer Properties menu for the structure symbols indicated in the “Angle” specification box, but it was grayed out and could not be changed to “SymbolRotation”. To fix, exit edit session for geodatabase in question, open geodatabase in ArcCatalog, navigate to OrientationPoints feature class, right click, select “Properties”, which opens the window “Feature Class Properties”, select “Representations” tab, select “…DBO.OrientationPoints_Rep” in the “Representation” column, select the “Properties” button which opens the window “Feature Class Representation Properties”. On the lower part of the window are a series of buttons with icons. Select the button with a cylinder icon that will “display field overrides”. Select the symbol on the left that is failing to rotate. Under “Marker” the “Angle” Override should be set to “Symbol Rotation” for those symbols that should be displayed rotated. If it is not set it will use the default value of zero. If it is set to “Symbol Rotation”, the symbol will be rotated by the amount indicated in the “Symbol Rotation” field for each instance of that symbol on the map.

vector layers are rasterizing on Export to PDF

Both Copperopolis and Cactus Plain (see Projects/STATEMAP2013/Bouse/Layout/ and Projects/STATEMAP2013/Copperopolis/Layout/) have the same parameters selected for Page and Print Setup. However, when Copperopolis is exported, objects such as contacts and faults, orientation points, map unit labels, etc., are saved as vector representations, whereas in Cactus Plain they are exported as part of a bit map (along with the underlying base map).
How do I control this export process?

Cactus Plain map at P:\STATEMAP13\Bouse\layout is rasterizing Geo Map Unit symbols and structural symbols which should be saved as vectors, even with "Vectorize picture markers/fills", found on the Format tab of the Options panel indicated.
P:\STATEMAP13\Copperopolis\projects exports fine. What is the difference here?
