Once AKS provided KEDA is GA, use it instead of Helm install

Would like to have a "private" sample of the scripts that install KEDA and Selenium onto the AKS cluster, which uses an Azure Container Registry. This sample should use the az cli import commands to import all necessary images, and then in the helm charts override the image registry with the ACR.

Selenium images come from Docker Hub (https://hub.docker.com/r/selenium/hub/tags) for image storage.
Keda images come from GitHub (eg. ghcr.io/kedacore/keda-metrics-apiserver:2.6.1)

Add the Github action with chained jobs to;

• Create the clusters
• Install Selenium / Keda
• Run tests

Azure auth should be done using an Azure OIDC Fed Cred.
