Unable to upgrade/scale AAD integrated clusters about aks-engine

I think this issue proves that this functionality (upgrade for AAD-enabled clusters) is still broken.

We also ran into this issue while upgrading an AAD integrated cluster. However, I think it errors out only in the validation step, and actually carries out the delete VM + recreate VM steps. So the upgrade can be completed if the upgrade command is run repeatedly for all of the VMs.

Status from upgrade test going from 1.9.6 to 1.9.7 (ran the upgrade twice):

Small update, turns out upgrade cannot be completed. All master nodes are upgraded by running the command repeately, but the agents cannot be upgraded because validation fails with above error.

@CecileRobertMichon @jackfrancis We're running into this issue with our AAD integrated dev cluster;

FATA[0711] Error upgrading cluster: No Auth Provider found for name "azure"

Is there any workaround here outside of running the upgrade again and again?

This was finally fixed by PR #1273. If you try AKS Engine v0.36.x or later, you shouldn't see this issue any longer.
