so the fix is to allow resourceGroup().location as a defaultValue on any/all params
from arm-ttk.

the test currently extracts the location parameter from the templateText before running rules... I think we can just extract all parameters (instead of the just one) and then run the test...
There is one part of the test where we look at the location parameter specifically, so we will have to work with each check a little differently.
