Latest develop branch has fixes related to AMQP using WebSocket. Please update to latest develop branch and test again.
Use c\azure-uamqp-c\samples\websockets_sample\websockets_samplefor testing AMQP over websocket scenario on Windows. It uses OpenSSL libraries.
For Windows (in default build configuration), mssbcbs_sample uses Schannel for AMQP over SSL scenario (port 5671). It is not set to use OpenSSL. To use OpenSSL option, you will have to build aziotsharedutil.lib with USE_OPENSSL preprocessor definition. Then you have set the TLS IO to point to the Trusted Certs using xio_setoption where optionName is TrustedCerts. Look at iothub_certs.c file and use websockets_sample for reference if you want to pursue this option.
