Hi - thanks for catching this. I may have missed this, apologies - I've added wording to reflect the need to upgrade the "free trial" to PAYG, and this will allow you to keep your $200 for 30 days, but relax the restrictions on vCPUs.
If you still have problems creating large VMs in that subscription (irrespective of this eval guide), you can open up a support ticket and the support team will fix that for you. You should be able to create VMs with up to 20 vCPUs under PAYG without issue (and more that 20 vCPUs if you contact support to remove the quota limit).
