EFS fails to create if no service role exists

When the custom resource is creating an EFS, if the service role doesn't exist, the create will fail and rollback the entire stack. We should handle this in the custom resource.

Jenkins fails health checks too quickly

If jenkins has already been running and you need to start it via the UI it can easily fail the health checks and the tasks get killed.

It seems the default number of checks for unhealthy is 2 checks and for healthy is 5.

This should probably be the other way around as it want jenkins to be health in the ALB sooner and only fail if it's really not responding

mount EFS on the the ec2 build agents

Use Case:

• maven repo cache
• configure git reference repos for large or slow to clone repos
• cache artifacts between stages

Behaviour:

Either in the userdata or jenkins init mount the ciinabox efs under something like /efs/cache so builds can leverage this path. Maybe we want to define a standard ENV VAR that pipelines can assume exists maybe CIINABOX_CACHE
