configure file has no --enable-arm-neon how to run ./configure with neon accel?

I can't get this one to ./configure with --enable-arm-neon under devuan armhf linux.
configure: WARNING: unrecognized options: --enable-arm-neon

The devuan/debian-provided one ./configures fine.

running
aclocal
automake

gets me to
./configure: line 14224: syntax error near unexpected token 0.2.8,' ./configure: line 14224: AM_PATH_ESD(0.2.8, have_esd=yes, have_esd=no)

how are prospects for getting this back into mainline sdl? We would enjoy the speedup for maemo-leste (particularly N900 (omap3) and Droid4 (omap4)).
