Build doesn't working when running according Setup repository guide

There is an error when building the docker image when running docker-compose up as described in the setup repo readme. The error is caused by mismatched package.json and package-lock.json.

After the package-lock.json is removed from the build and dependencies are resolved using packages.json the build is successfull.

A decission shall be made on update or removal of package-lock.json from the repo.
