option-shift-#, or rather option-shift-3 appears to print ‹, not an apostrophe ’.

On OSX 10.9.1, retina display MBP

It was not terribly clear that the key combo examples are keys to press in bubbles on the left, with resulting symbol in green. Some kind of column header, delimiter or visual cue would be helpful.

you could be more specific and say:
... « Guillemets » are used in French (always with a non-breaking space between the guillemets and their content) ...
