Taxid: Update lint and orange-tools for sc data sets

Single-cell datasets widgets expects the taxid attribute in json descriptions. This attribute is neither added via orange-toosl/dataset-info-create.py, nor checked with lint script.

Automatic check for file properties

A script for automatically adding relevant dataset info would be nice. I.e. class variable, number of vars, number of instances, size, etc.

Add a data table for translation of country names between Slovenian and English

Needed for Pumice. See #147 (comment).

Inaccessible source links in UCI datasets

The source links for data sets are suddenly inaccessible; examples:

https://archive.ics.uci.edu/ml/datasets/Zoo
http://archive.ics.uci.edu/ml/datasets/Wine+Quality

Unify tags

Some tags are a bit disjoint. Namely:

"geo" and "geography"
"time" and "timeseries"
"genomics" and "gene expression" (can these two be merged?)
"medical" and "medicine"

We should also agree on what tags aim to convey. Just the subject field (i.e. biology, economy) and the data type (i.e. text, timeseries, gene expression)? Or additional info, such as task (churn) and specialty (telecom)?
