Add option to make paths absolute rather than relative

Currently paths are made relative before being output, so that e.g. [[!wikiurl "Some page"]] in the markdown source info/interesting_pages.md would typically be replaced with ../../some_page/ in the output (assuming that some_page.md is in the root of your site).

It would sometimes be convenient to be able to output absolute paths as well, so that in the above example, we would get /some_page/ rather than ../../some_page/. To this end, we might add an absolute parameter to the preprocessing directive, e.g. [[!wikiurl "Some page" absolute=1]].

Some people might like this to be the default, so at the same time we should add a configuration hook to enable this globally, in which case one would use absolute=0 to turn it off on a case-by-case basis.
