Fix signup input field locations. Right now they look ugly.

This can be tested by trying to select a radio button by pressing on the label for the radio button.

If the admin panel menu is re-sized passed the set breakpoints the menu items on the right hand side do not shift over to the left hand side.

While currently there is no difference between a campus and a community account other than the latter must initially use a university domain to sign up in the future this may need to be changed to facilitate unique account type features.

Most tests have not been updated and are still currently broken.
