Convert codebase to vite.js

Although the current setup works for now, create-react-app is deprecated and will not be receiving any meaningful updates in the future.

In order to more easily maintain the code, we should convert it to TypeScript

Integrate deployment via Github Pages

Currently the website is statically deployed in Azure on a standard VM. We want to update the pipelines to expose the website via Github Pages, and periodically rebuild it instead of polling for changes as we do now.
