Windows support: no precommit hook being created about composer-git-hooks

I resolved this with the following config..

		"verify": "php-cs-fixer fix . --using-cache=no --dry-run --stop-on-violation --verbose --config .php_cs",
		"post-install-cmd": "cghooks add --ignore-lock",

		"pre-commit": [ 
			"echo 'Linting all modified PHP files'", 
			"composer lint",
			"echo 'Adding all modified PHP files to the commit'",

		]
	}```
