Anytime when you provide data you should say who and how can use and distribute it.
If you are not the miner of data and can not guarantee correctness of data yourself you should add a disclaimer.

Avoid keeping redundant information in readme.md

Locations and sizes of datasets are subject to change.
Manually extracted data that might change tend to be outdated.
Please remove location ans size information from readme.md.
Instead every dataset should be self describing containing it's own readme.
The central readme must be just a high levely category overview of what you can find inside repo.
